Ebingo is electronic bingo, and in the Philippines it is a licence class of its own rather than a corner of an online casino. PAGCOR’s Electronic Gaming Licensing Department names Electronic Bingo (eBingo) Games among the game offerings it licenses, and PAGCOR’s published lists say who holds those licences. This page sits in the Philippine casinos cluster, so it explains how ebingo differs from a casino, where PAGCOR’s own pages place it and how to check a site that offers it.

How PAGCOR licenses ebingo and other game offerings

PAGCOR’s Electronic Gaming Licensing Department (EGLD) says PAGCOR regulates all games of chance and issues licenses to all gaming operations within the Philippine territory. Except for land-based casinos, EGLD is the regulatory arm over the local gaming operations listed below, and it issues a Gaming License (GL) for each offering.

Game offeringGaming License issued by EGLDHow it relates to ebingo
Traditional Bingo GamesYes, its ownThe traditional version
Electronic Bingo (E-Bingo) GamesYes, its ownThe subject of this page
Electronic (eCasino) GamesYes, its ownA different licence from ebingo
Sports BettingYes, its ownNot ebingo
Specialty GamesYes, its ownNot ebingo
Online Poker GamesYes, its ownNot ebingo
Numeric GamesYes, its ownNot ebingo

EGLD also says a service provider’s electronic gaming platform and games must be offered at the gaming venue, where its remote or online operation is an adjunct service for its registered players.

How ebingo differs from an online casino

Four differences show up in PAGCOR’s own pages.

  1. The licence class. EGLD issues a separate Gaming License for E-Bingo Games and for Electronic (eCasino) Games, so one does not stand in for the other.
  2. The venue. An online platform for an EGLD game offering is an adjunct to a gaming venue, and PAGCOR keeps a list of licensees for gaming venue operations.
  3. The list filters. The PAGCOR Guarantee site has a separate filter for Electronic Bingo Games, next to Electronic Casino Games and Licensed Casinos.
  4. The resort licences. Land-based licensed casinos are outside EGLD. PAGCOR’s list of registered brands and domains of licensed casinos is organised by integrated resort, and how an integrated resort license works explains that class.

What PAGCOR’s revenue table shows for bingo

PAGCOR’s industry data for 2Q 2026 prints bingo on two lines. All amounts are gross gaming revenues in pesos for April to June 2026, as printed.

Line in PAGCOR’s table2Q 2026 totalShare of Total Other Licensees
In-house Bingo (under PAGCOR Operated)₱18,742,617.97Not in that group
Bingo Operations (under Other Licensees)₱3,567,151,082.628.95%
Electronic Games (under Other Licensees)₱36,249,078,056.0090.96%
Total Other Licensees₱39,851,596,463.67100%

The shares are plain arithmetic on PAGCOR’s printed totals: ₱3,567,151,082.62 divided by ₱39,851,596,463.67 is 8.95%. PAGCOR’s news release of 10 August 2026 describes the same group as the electronic gaming sector, which it says includes E-Games, E-Bingo, bingo and poker, at ₱39.85 billion or 45.21% of industry GGR.

A land-based example of PAGCOR bingo

PAGCOR’s headline of 4 March 2026 describes a nationwide linked bingo event on 29 March, with ₱2.9 million in tax-free prizes. It was hosted by Casino Filipino Angeles and played at participating Casino Filipino sites in Bacolod, Cebu, Fuente, Grand Regal, Ilocos Norte, Iloilo, Mactan, Olongapo and Tagaytay. A ticket cost ₱1,000 and carried four bingo cards per game for 10 games, and the first nine games each carried a ₱100,000 prize with a guaranteed ₱2 million for the last.

For the Cebu sites see casino Cebu venues and branches, and for the Pampanga freeport see the Clark Freeport casino list.

How to check an ebingo site on PAGCOR’s lists

  1. Open pagcorguarantee.ph and choose the Electronic Bingo Games filter. The site presents its list as PAGCOR-authorized online gaming websites, and the page shows no date.
  2. Match the brand and the domain exactly as they appear in your browser’s address bar.
  3. Open PAGCOR’s list of licensees for gaming venue operations, dated 31 August 2026. It numbers each operator by name and describes the venues as land-based gaming venues offering single or multiple game offerings approved by PAGCOR, such as Electronic Bingo Games, so look for the operator’s name.
  4. Open the list of registered brands and domain names, dated 17 September 2026, and match the main brand and main domain columns.
  5. Ignore any certificate image a site shows you. PAGCOR’s public notice warns about counterfeit PAGCOR certificates and tells you to report misuse through its contact page.

A Bingo label on a game is a game category, not a licence class. On 6 October 2026 the 188JILI lobby had no Bingo entry in its side menu, and Bingo was one of the category chips inside its Slots lane.
