Entertainment City is the place most people mean when they say Manila’s casino district, and it is also a revenue label in PAGCOR’s own statistics. This page explains what the zone is, which resorts stand in it and where PAGCOR’s numbers for it come from. It is one branch of the larger map of Philippine casinos and who licenses them.

What Entertainment City is

Wikipedia’s article describes Entertainment City, also called E-City and formerly PAGCOR City and Manila Bay Tourism City, as a gaming and entertainment complex under development by PAGCOR. It spans 8 square kilometres in Bay City, Metro Manila, and lies on the western side of Roxas Boulevard. PAGCOR first envisioned it in 2002, and the article lists PAGCOR as both owner and operator of the project.

The project’s formal name is Bagong Nayong Pilipino–Entertainment City, set by an executive order of President Gloria Macapagal Arroyo, and the site is a PEZA-approved economic zone. In 2017 President Rodrigo Duterte renamed it Expo Pilipino Entertainment City, though the shorter name remains the common one.

The resorts, in opening order

The resorts below are those Wikipedia records as opened in Entertainment City. The PAGCOR column shows whether the resort has a row on PAGCOR’s List of Registered Brands and Domain Names/URLs of Licensed Casinos, dated 17 September 2026.

OrderResortOpenedRow on PAGCOR’s 17 September 2026 list
1Solaire Resort and Casino16 March 2013Yes, no. 2, Bloomberry Resorts and Hotels, Inc.
2City of Dreams Manilasoft opening 14 December 2014No row
3Okada Manila30 December 2016Yes, no. 8, Tiger Resort, Leisure and Entertainment, Inc.

The brand list covers licensed casinos that have registered brands and domain names, so a resort without a row simply has none registered on that document. Newport World Resorts opened earlier, on 28 August 2009 as Resorts World Manila, and Wikipedia describes that opening as nearby rather than inside the zone. It has its own row, no. 10, on the brand list.

Wikipedia also describes further projects as upcoming or stalled, including Westside City Resorts World. Treat them as plans until PAGCOR’s lists carry them.

Who granted the licences

PAGCOR did. Its Licensed Casinos regulatory page says it aims to enforce licence terms and conditions, maintain an orderly regulatory environment and disallow access to gaming venues by minors and financially vulnerable persons. The page publishes the Casino Regulatory Manual for Licensed Land-Based Casinos and the offences-and-penalties framework that applies to every resort in the zone.

You can read the document yourself on pagcor.ph, under Regulatory, then Licensed Casinos. Resort websites quote their own licence wording, so check any claim you read against the PAGCOR list instead of the resort’s page. The steps for that check are on the page about telling an online casino is legit, which applies the same method to a site’s brand and domain.

What PAGCOR reports for Entertainment City

PAGCOR’s industry data does not print resort-by-resort revenue. It prints one line, “Entertainment City / NCR”, under Licensed Casinos, and the other three lines are Fiesta, Clark and Greenfield Zone.

Period as printedEntertainment City / NCR (PHP)All licensed casinos (PHP)Share (arithmetic)
2Q 2026, April to June36,825,841,567.3045,379,193,786.0381.15%
CY 2025148,723,311,049.64182,502,810,038.0181.49%

For comparison, the Clark line for 2Q 2026 reads 6,103,696,199.49 pesos. The casino Clark options page sets the two side by side.

Beyond the zone

Entertainment City is one of four regions, not the whole country. PAGCOR runs its own Casino Filipino branches in places such as Cebu and Angeles, and the casino Cebu page places those. Electronic bingo is another branch of the market again, handled by PAGCOR’s electronic gaming department, and how eBingo works under its own licence draws the line.

Entry to any of these venues is for players aged 21 and above, per PAGCOR’s responsible gaming page.
