Who runs GrabPay Philippines
The terms of use for the loyalty and payment services are a legal agreement between you and GPAY NETWORK PH, INC., together with its affiliate GP NETWORK ASIA PTE. LTD. Grab’s help page on setting up the wallet states that the wallet is licensed and regulated by the Bangko Sentral ng Pilipinas. That makes GrabPay Philippines a regulated e-money wallet, which is also why it asks for identity details.
Two identity levels exist: KYC Level 1 gives a Standard wallet and KYC Level 2 gives a Premium wallet. Grab says Standard users must move up to Premium within 12 months. The upgrade asks for a government ID, proof of address, source of funds and a live selfie.
Basic and Premium levels and limits

Cash-in by any method except InstaPay has a PHP 200 minimum. Transfers to a bank or e-wallet start at PHP 100, and Grab says they typically finish within 30 seconds. If a transfer sits unfinished, the page on a pending transaction lists how long each network takes.
What Grab’s terms say about gambling
Grab’s terms of use contain an Acceptable Use Policy in section 7. It says that, save as permitted by the company and subject to applicable laws, you agree not to perform GrabPay Wallet transactions involving a list of items. One item reads: “Gambling, gaming and/or any other activity with an entry fee and a prize, including, but not limited to casino games, sports betting … lottery tickets …” and it ends with a proviso that the gambling activity is registered with the appropriate government agency.
