Philippine casinos are not one market with one licence. PAGCOR counts the casinos it operates itself, the licensed resorts, the electronic-games and bingo licensees, and poker as separate lines, and each one has its own published list. This page maps those lines so you can tell which list to open for the venue or site you care about.
Every figure below comes from a PAGCOR page, PAGCOR’s industry data or the text of a law, and each one carries the period PAGCOR printed beside it.
Philippine casinos by licence type
PAGCOR describes itself as the body that regulates all games of chance and issues licences to every gaming operation inside Philippine territory. Its Electronic Gaming Licensing Department, EGLD, covers everything except land-based casino operations. That single sentence on PAGCOR’s EGLD page is the dividing line for the whole market.
| Part of the market | Who handles it | Where PAGCOR counts it |
|---|---|---|
| Casino Filipino branches and satellites | PAGCOR operates them | “PAGCOR Operated” line |
| Integrated resorts | Licensed land-based casinos | “Licensed Casinos” line, split into four regions |
| Electronic games and e-bingo | EGLD licensees | “Electronic Games” line |
| Traditional bingo | EGLD licensees | “Bingo Operations” line |
| Poker | EGLD licensees | “Poker Onsite” and “Poker Offsite” lines |
The “Licensed Casinos” line is split into Entertainment City / NCR, Fiesta, Clark and Greenfield Zone. Those four names are PAGCOR’s own regional labels, and the pages below follow them.
Casino in the Philippines: who earns what
If you are asking how big a casino in the Philippines is as a business, PAGCOR’s second-quarter 2026 data answers it by sector. The figures are gross gaming revenues in pesos for April to June 2026, and the shares in the last column are plain division of each line by the PAGCOR total of 88,136,474,354.16.
| Sector (2Q 2026) | Gross gaming revenue (PHP) | Share of industry total |
|---|---|---|
| Licensed casinos | 45,379,193,786.03 | 51.49% |
| Electronic games | 36,249,078,056.00 | 41.13% |
| Bingo operations | 3,567,151,082.62 | 4.05% |
| PAGCOR-operated casinos | 2,905,684,104.46 | 3.30% |
PAGCOR’s own statement of 10 August 2026 put the quarter at Php88.13 billion, down 20.33 percent from Php110.63 billion a year earlier. It named licensed casinos as the largest contributor and attributed the fall largely to weaker electronic gaming, inflation and the Middle East crisis.
A full year, side by side
The second-quarter table is one snapshot. PAGCOR’s calendar-year 2025 data gives a longer view, and it shows the same ordering of the market with a different split. Here the shares are each line divided by the total industry gross gaming revenue of 396,138,802,763.57 pesos.
| Line (CY 2025) | Gross gaming revenue (PHP) | Share of industry total |
|---|---|---|
| Total licensed casinos | 182,502,810,038.01 | 46.07% |
| Total other licensees | 201,115,988,872.43 | 50.77% |
| Total PAGCOR operated | 12,520,003,853.13 | 3.16% |
Over the full year the electronic-gaming and bingo licensees together out-earned the licensed casinos, and in the second quarter of 2026 the licensed casinos came back on top. That swing is why a single quarter should never stand in for the whole market. PAGCOR also reported that its own total revenues fell 26.64 percent in the first half of 2026.

PAGCOR keeps separate documents for separate questions, and mixing them up is the usual reason a search for a venue comes back empty. These are the ones this cluster relies on.
- Licensed Casinos regulatory page on pagcor.ph: the casino regulatory manual, advisories and technical standards for land-based casinos. It prints no resort list.
- List of Registered Brands and Domain Names/URLs of Licensed Casinos, dated 17 September 2026: eleven numbered integrated-resort entries, each with a suite of games and registered domains.

To test a specific gaming site against these lists, follow the steps on how to tell an online casino is legit. It teaches the column to read and what a match looks like, and it never rates a brand for you.
Rules every venue shares
PAGCOR’s responsible gaming page names the people barred from gaming venues, and “persons under 21 years of age” is on that list. So is anyone recorded in the National Database of Restricted Persons.
If you or a family member wants out, PAGCOR runs an online self-exclusion application. After approval an exclusion order is issued and recorded in the database. The terms on offer are 6 months, 1 year or 5 years, and PAGCOR gives the processing time as approximately two to three weeks.
For problem gambling, PAGCOR launched the 24/7 National Problem Gambling Helpline on 26 May 2026 with the Seagulls Flock Organization Inc. Read more about play limits on the responsible play page.
Where the slots come from
Resort floors and licensed e-games sites run slot content from approved suppliers, and PAGCOR publishes approval lists by supplier. JILI, for example, appears on PAGCOR as a game supplier with an electronic-games approval list dated 7 September 2026. That is a supplier approval, which is a different thing from an operator licence. For studio profiles and the games they build, read about the game providers behind online slots.
